I'm trying to start it back up again after it sitting idle for over 10 years what's the first thing I need to check to get it to run again?

Definitely check the oil level at the very least. Want to make sure it has lubrication inside the engine. Might be worthwhile to just buy some cheap oil and change it. After that check to see if the engine has spark, then make sure it has fresh fuel.

@franciscoh57898 change the oil, change the sparkplug. Next change the fuel, clean the tank and clean the carburetor and replace the fuel filter. Those are must do things before you can even run it reliably.
The engine on this should be a 3.5 hp B&S. If you can let us know what the engine number is, we can get you more information on all of that. Here is the Powermate Generator PM0401851 Parts List
