The lens wont advance when I install my film

If I install my film, it won't load to the other side. Like it won't roll so I ended up having the number 3 (or is it an E?) on the small monitor (?). Should I go to the repair shop? And how much would it cost? Btw, it's Olympus mju zoom 140.
