Could be a faulty drain solenoid.

Rather than just throw parts at the machine in an attempt to fix it, here's an article that describes where to find the mini manual (GE part # 31-4000225 Note: I couldn't find it online) in the machine or if it isn't there how you can get it for free.

The manual details the procedure for how to enter the diagnostic service mode for the dishwasher so that the various parts can be tested etc. If there is a problem detected then an error code will result telling you what the problem is.

If you find the problem and it's a faulty part that needs replacing, here's the parts list that is useful.

Locate the wanted part in the list and note the part number that is shown for the part. Search online for the part number only, to find suppliers that suit you best.

If you search on YouTube for (insert wanted part number) replacement, sometimes if you're lucky there'll be videos showing how to remove/replace the part.
