This calc has a touchscreen which is constructed of foil hovering over actual display (resistive touch, if i'm not mistaken). Anyway, what I had was that my calc had this foil not tensioned properly. As a result it would "pseudo touch" over the entire edge of the display. As a result of that, calc would be 99% unresponsive, stuck on language selection just like you describe. I could get into 1-2 screens if I was lucky. And when the touch did work, it would press random buttons quite frequently. Have a look at you display while it's off and see if there's any points where top level foil touches the screen (it is quite visible at certain angles).
PS. mine was pre-owned, and there were some traces of soldering, so I guess it happened due to someone damaging it when disassembling. Be warned before you try.
Idk if this can be fixed in a civilized way, but what can solve problem at least temporarily is adding a couple of layers of tape between display and the bazel.
But prior to trying anything, if you see where the foil is poorly tensioned, you could try to gently press the bazel near the problematic place to see if it helps at all. Sometimes you could even get it working for a while this way, but in my case it wouldnt last longet then a couple of presses.

and that's tape application. it really needed just a gentle push in order to get the film to get tensioned, even in my case, which, I guess, is quite severe.
