@roy8019 correct. Remove the dipstick, clean it off, and screw it back in. Then remove it and the oil level should be on the cross hatch marking on your dipstick.

Check owner's manual for definitive answer, for YOUR device.
Many small engines these days spec oil level at TOP of threads (where oil cap screws in), with device level front to back, and side to side. Even though they 'ship' with a dipstick on the oil cap, using the dipstick to gauge oil fill would give a drastically LOW oil level.
Example illustration is for a 224cc Chonda engine. Note the prescribed level is 'about to overflow', and way above any reading you'd get, using the dipstick.
