Why is my screen not swiping

Assuming you've tried the software solutions like restarting your phone and on up to a factory reset (back it up first!), then the most common problem is a failed digitizer (touch screen). There are delicate connections between the glass the circuits are printed on and the flex cable going to the motherboard that are easy to damage and once that happens the only fix is a new screen. This can be caused by any number of reasons such as being dropped, exposed to liquids, sat on or even just electrical failure and there won't necessarily be any visible damage to the glass.
Sadly, iFixit doesn't have a guide to screen replacement for your phone, but the French site SOSav has just what you need. As you might guess, it's written in French, but if you use it with a browser that does translation like Google Chrome, it is quite usable and their guides are well written.

As a temporary workaround, Android phones will readily recognize a wired computer mouse that's plugged into the phone, so you can use that in lieu of the touch screen until you can diagnose and replace the screen.
