I didn't do anything special for it to go off the first time, except to stop driving it, for about a year, because I thought I needed a power steering pump, but didn't, one day I started it and just tried turning the wheel and it turned and it was fine until over the weekend the message came back on. I've looked on YouTube and didn't really see anything of value to try.

@derekalonzo this is not going easy to determine without getting your Fusion scanned.
"The PSCM (Power Steering Control Module) is self-monitoring and has the capability of setting and storing DTCs. Depending on the DTC set, the control module will enter into a "safe mode" of manual steering. In addition, the PSCM may send a request to the Instrument Panel Cluster (IPC) module over the HS-CAN bus to display a message in the message center." Which is exactly what you get.
Now you need to determine which DTC (Diagnostic Trouble Code) your Fusion has. Then you can go and actually fix it.
