The metal edge is scratched
Is this a part that can be replaced? I dropped my phone and the metal around the edge scratched. I like my phone naked but this rough edge is just really annoying.

To answer your question, yes, that metal edge can be replaced, but the bad news is that it's part of the midframe housing; the part that holds all the rest of the phone parts. So in order to replace it, you have to completely gut the phone; remove every single component inside along with the screen and transfer it all to the new midframe. Certainly doable, but doubtful it's worth all the work for a cosmetic issue. I'd definitely go with @danj's suggestion first of trying to sand it down and polish it out before going that far.
However, if you're really determined, the part is available online on many sites, both aftermarket and genuine Google parts. The genuine parts look like they're running about $120 USD, while aftermarket versions I saw as low as $27. You'll also need a ton of adhesives; you can get them in precut sheets for the screen and back cover, and there's a bunch of stuff inside like the battery that needs those too.
The Pixel 10 Pro Repair Manual has been added to the device page so you can look up the official Google instructions on how to replace that part.

I didn't find any tutorials online for that repair, given your phone is so new it's not surprising. The closest I came was the a teardown video that will actually get you most of the way there; you can find it on a YouTube video here.

Of course, you can always go through all of the available guides here on iFixit for any given part you're taking out; they're all available on the Google Pixel 10 Pro device page here, or in the upper right corner of this page.

Should you be brave or foolish enough to tackle this repair, be sure to take lots of picture as you work. Once you're done, you can use them to create your own iFixit guide to midframe replacement on a Google Pixel 10 Pro! It's easy, fun and will have the appreciation of the repair community, especially those who come after you with the same problem.
Good luck, and be sure to come back and let us know how it all turns out; your learning can help the next person who runs into your situation.

I would first see if a nail Emery board couldn't take the curse off the edge. Often times I find that's enough to get rid of the annoyance it catching your cloths. It may not be pretty it's just the easiest solution. Get a few different grits of nail boards. A cotton Dremel wheel with some rouge polish can smarten it up so you can't really tell it was dinged.
