Laptop not turning on but toggle keys blink 5 times any fan is loud.
My laptop won't turn on. It can charge and retain power. When I press the on button, the key board lights up for a second then keys like caps lock light blink five times. The fan is also very loud and you can feel the air being expelled

A 5 blink error code indicates a systemboard problem
To eliminate the possibility that it is a corrupted BIOS that is preventing a normal start try a power refresh and see if that resolves the problem
Disconnect the charger if connected and then open the laptop and disconnect the main battery from the motherboard (you don't have to remove the battery, just disconnect it). Next remove the RTC coin cell battery from the motherboard.
Here's the maintenance and service guide for the laptop. Go to p.49 (59 of 122 pdf) and p.54 (64 of 122 pdf) in the guide to see how to disconnect the battery and to remove the RTC battery.
Press and hold the laptop's Power On button for a full 30 seconds and then release it.
With the RTC battery out, measure its voltage. If it is <2.5V DC or if the battery is >4-5 years old, replace it. Search online for L17255-001 to find suppliers that suit you best
Reconnect the RTC battery to the motherboard, reconnect the battery, reassemble the laptop, connect the charger and try turning the laptop on.
If it turns on OK there may be a message stating that the date and time are incorrect. This is normal as the BIOS has been reset back to its factory default state by the above procedure. Once the date and time have been corrected, the message won't appear the next time the laptop is turned on. Also any user definable BIOS settings that were changed by you to suit whatever system requirements you had, will have to be changed back again as well.

Thanks for the thorough solution, I am having the same issue with my HP notebook. I hope it'll be resolved
Based on your description, the laptop is receiving power because it charges and briefly lights up, so the battery or charger is probably not the problem. The five blinking Caps Lock lights are usually an error code on many HP laptops, indicating a hardware issue rather than a Windows startup problem. Since the fan immediately runs at high speed and the system never reaches the display, the issue is commonly related to memory (RAM), the system board, the CPU, or the BIOS. I recommend identifying the laptop's exact model and checking what the five-blink Caps Lock code means for that model. If you're comfortable opening the laptop, you can also try reseating the RAM and disconnecting all external devices before testing again. If the problem persists, it will likely require hardware diagnosis or repair.
