I believe that could be accomplished by purchasing a front panel "Power Button Kit" from an online retailer, such as: http://www.macpalace.com/076-1345-power-button-kit-mac-pro-early-2009-a1289.html

The Apple part number should be: 076-1345

Which should be compatible with: Mac Pro (Early 2009), Mac Pro (Mid 2010)
