Lenovo AIO Won't Safe Boot, System Restore or Boot From Recovery USB

My client has the Lenovo F0D3 and it is stuck on the Lenovo screen boot loop.[br]

All attempts to safe boot, boot to recovery mode, boot from USB drive with windows for re-install don’t work. With the USB recovery stick in, the windows logo pops up for only 2 seconds before going back through the lenovo / windows screen flash boot loop.[br]

I played with bios boot options from UEFI to legacy and nothing.[br]
I correct the mobos time and dates and nothing.
None of the function keys work except for bios enter and mother board repair options which scan HDD for errors / bad sectors but found none.[br]

No Windows systems seem to be loading.
What could cause this and how do I fix it?[br]

(PS. I’m thinking of removing the HDD from the AIO PC and wiping it with killdisk then trying to reinstall windows on it… but would rather not have to, why wont any recovery modes work?!)
