Do you mean that the scroll wheel is not turning or that the mouse cursor is not moving up or down the screen when the wheel is turned.

Open the mouse and check if the wheel is OK i.e. not broken, loose etc.

Here's the ifixit [guide|140627] guide that will help.

The wheel can be seen in Steps.11 and Step.12
