Try starting the laptop in [https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10/|safe mode] and check if the problem persists.
Alternatively, start the laptop and get into the BIOS menus and check if the charging problem is there when in BIOS.
If the problem is not there when in safe mode or in BIOS it may be a driver problem.
Also just to eliminate the battery from the problem, create a [https://www.tomsguide.com/how-to/how-to-check-battery-health-in-windows-10|battery report] to check the condition of the battery.
When you have the report, compare the ''Design Capacity'' value versus the ''Full Charge Capacity'' value as shown in the report. For a good battery they will nearly be the same. You can work out the condition of the battery as a percentage by using the formula Full Charge Capacity value x 100 ÷ Design Capacity value.
If the battery percentage is <40% you may want to consider replacing the battery
