There are three versions of Mac MagSafe connectors, you’ll need to tell us what system you are working with.

The easiest way is to get the systems MagSafe socket to then wire up to a volt meter. But that won’t offer much help as you won’t have a load nor access to the one wire data line.

You can also achieve this better using a test system and probing the logic board where the connector is connected.
