It could be faulty ram or a faulty ram slot.
What is the full model number of the laptop as seen on the product information label on the bottom of the laptop?
Knowing the model number will help to find the manual so that you can read how to open the laptop and safely remove 1 ram module at a time and check if the laptop works or not and if it works with either one of the modules installed, to try the other slot to see if that works.
