Yes you can 100% use a Note 9 Battery on a Note 8 Motherboard.  The device will boot and the battery will charge for sure.  Voltage is the same.  Connector is the same.  You would definitely have to modify the cable because as stated above, the cable and mobo connection is oriented opposite from each other on the Note 8 and Note 9.
