If Western Digital won't cover a replacement backup under warranty, here's my suggestion: Very recently, my main hard drive on my imac was dying and had multiple bad sectors so it was difficult to back up using any traditional backup utilities because they would either time out or quit due to a read error. After a lot of searching, I finally found a solution using linux. It's a little involved for a first-timer, but I made a perfect backup of my hard drive and was able to restore 99% of my data, with only a few corrupted files that I cared about (pictures). First, you'll need to boot Linux on your mac. Google how to get that going. I ran Linux Mint, but just about any current distro will be able to do the job for you. Second, you'll need to run the dd command to copy the entire hd contents from one hd to another. This link will get you started, but there is certainly more than one way to do this. Do a check first to make sure it's your baseband ic that's broken: When you remove the SIM card, does the phone alert you that no SIM card is inserted? If it does, then your baseband ic likely isn't the issue, and I'd suggest trying Omri's troubleshooting link. If you remove your SIM card and the phone still continues to search for a signal, then you might have better luck taking it to a local phone repair shop instead of Apple. Baseband chip repairs require soldering (or you could try the "oven trick"). Either way, I wouldn't recommend it for a DIY project.

Take a look on google for some how-to's and instructions. iFixit is a Do-it-yourself community of people who share how to repair devices, however iFixit doesn't offer any repair services. If you need a quote to restore it to like-new condition, you'd have to take it to your local phone/computer repair shop.

I personally don't like the sound of a motherboard that smells like it's been cleaned with chemicals. It may however, just have sat for a long time in someone's home who uses a strong laundry detergent that lingers in the air. It would make sense that the dust particles in the fan particularly have a strong scent. The only thing I would use on electronics is denatured alcohol, which evaporates quickly and shouldn't leave a smell. If the smell is more like an abrasive chemical cleaner and strong across the entire board, I personally would return it. Even small amounts of liquid can cause corrosion that manifests problems later down the road.

When you plug your phone into your computer with a usb cable, does iTunes recognize the device? It's hard to diagnose the issue if the phone isn't booting up properly. Any known drops or water damage?

Did you install the machine yourself, or did a service technician do it for you? I assume the washer is correctly powered and wired?
