not charging, but knows its connected

hi . got an I phone 3gs that suddenly stopped charging.

it goes bleep when u plug it in but just shows the cable in the battery icon , it never changes to the charging icon

I have changed the battery and dock port assembly from I that does work ok , and the charging fuse is ok but still the same

any ideas?
