Ensure that you do not have a sim card installed in your previous phone. If you do, turn the previous phone off. Two cards registered to the same phone number will cause issues if they are both installed in active phones.

Hi,
This can happen if your mobile is locked and you try to start it with SIM card from a different operator (in this situation you must unlock the phone first).
Also this can be from damaged SIM card (but you told - it's new).
You must go to the operator from where is your new SIM card.
