Why Toro Lawn Mower model 20045 trans keeps failing

Replaced the left side large trans bushing on the axle shaft twice. It's keeps pushing out of the housing when the little lip shears off. Turned trains pulley, and nothing seems to be binding. Mower work after I replace bushing on driveway, but will break after about 6 ft cutting grass.
