USB Device not Recongnized / Unknown Device

I have a Windows 7 HP Gateway Laptop and for some unknown reason my Galaxy S5 Mini will not show up when connected via USB to PC for anything other then Charging. I've tried everything such as Uninstalling and Re-installing my USB drivers, performing Factory Re-Install / Reset of my PC, Factory Reset on my Phone, YouTube Help Tutorials, ran Windows USB Troubleshooting tool ( No Problems were Found), all other USB devices work OK when connected to Laptop. When connecting my Phone via USB port I get the following 2 messages USB Device Not Recognized.." One of the USB devices attached to this Computer has malfunctioned and Windows does not recognize it. For Assistance in solving this problem, Click this Message" and or Device Driver Software Was Not Successfully Installed. Under Universal Serial Bus Controllers it shows a yellow triangle / unknown Device.. I don't know if the problem is related to my Phone's Device Settings or what because I have no Problems connecting the phone to my Windows XP Desktop.. Are there any drivers or settings that my phone itself might be in need of if so please let me know. I just want this very aggravating issue solved.
