electric starter does not work unless mower is warm

Electric start on walk behind Self Propelled Mower - Toro does not start the mower unless the mower has been pull started and warmed up first. We have tried multiple things and can't figure out where the problem is. When I try to key start, the starter makes noise but does not start the mower.
