hey i have a ipad mini2 ois 8.4.1 and after restore this for activate it wants an icloud id and password bt i don't have those...So is there any suggestion for unlock it without knowing the previous users password and id? Please help me

Hi,
You will have to find or reset your password if you have forgotten.
There is no way of bypassing iCloud security.

when i try to log in my id they said that id disabled for security reason...but when i try to recover my password by E-mail authentication they said E-mail sent but i didn't find any mail in my accounts....Is there any solution for unlock it?
U can try to rest the IPAD mini, to find out which email was used to register on icloud, only if you dont know the email used to register the IPAD.
