The display on my iPad mini 2 appears to be broken, however the glass itself is not. My son dropped it and it has done this ever since.

Yep, the LCD is definitely broken. Use this guide to replace it:

Would you think it would be a good idea to buy a spare iPad mini 2 Digitizer just in case the glass cracks upon lifting the glass?
Try to removing the digitizer first and if it gets damaged then order a new one. Just follow the instructions, go slow, watch for cables, and use heat.
Would it be possible to replace the LCD with a non retina model to cut cost?
I don't think so, the cable is probably different.
Won't work. You will run into issues where the LCD won't display.
Yes the LCD is definitely damaged. If you are careful and use plenty of heat, no need to but a digitizer, you can reuse the original, but you'll be messing with applying adhesive and spend a lot of time cleaning all your fingerprints off of the underside glass of the digitizer. To save yourself time and energy, get a new digitizer with IC chip. You will be glad you did when your finished. Reusing the glass is fine, it will require a lot more prep time (A LOT) to make it look like new.

So you're saying replace the LCD and digitizer?
Replacing the digitizer is not necessary.
It's not necessary, but will be a huge time saver if you want the finished product to look like new
