I plugged it in with a new battery, a few hrs later it makes one beep every 12 seconds while scrolling through the hours at a high rate of speed.

Hi,
Try a power reset and see if this resolves your problem.
Remove the AC power and the battery from the clock/radio and then press and hold the Enter/Time Set button for 10 seconds to remove any residual power from the unit.
Replace the battery and then reconnect and switch on the AC power.
You will have to re enter all the information as this should have been lost.
