Why does my phone talk back to me when I am texting?

When I open the keyboard to text the phone says in a audible voice "keyboard open" and then as I text the words it says them out loud as well.

thing is I don't have any text to voice activated or any accessibility options on and it's starting to drive me crazy, please help so I can shut the voice up!
