Hello,
I have a DELL latitude e5440 does not start anymore and also I plug the charger the last one off. I would like to know what to do? How to solve the problem. Thank you and excellent day of you.

The ac adapter turns off, blue light turns off and laptop does not turn on is a common problem. The ac adapter resets if you unplug it but the laptop will not turn on. The problem is the power management on the mother board is defective. You can contact Dell tech support if your laptop is in warranty and they can replace it. If it is out of warranty, you may be able to find another source for the mother board, although it is best if this is replaced by a trained technician.

I need some help please, I test two PS on this motherboard and both lights on the PS turn OFF automatically, could it be a faulty motherboard?

As per your description of the fault.
If you are willing to inspect the unit up to board level, if have found similar problems in the past on laptops you could have a faulty Diode or a Capacitor.
a Diode only allows for one directional power and once it goes fault it tends to kick back to the power supply unit resulting in a dead power supply unit light or a flickering power supply unit light, as for the capacitor i have found a few faulty ones before that also does kick back to the power supply also resulting in a similar response from the power supply like with the diode.
