Problem connecting to the internet after clearing winsoc.

It all started when I tried to use hotspot with my laptop. My phone would connect to the network but there would be no internet connection. I found on the internet that clearing winsoc would help. It most certainly did NOT. Ever since I did that my computer would have trouble connecting with internet. When I run the troubleshooter, it fixes the problem temporarily, until I logoff or restart. I'm also having problems connecting to open networks. Any help much appreciated.
