Steam comes out of wand but no water?

I have had this machine in storage for several years. When I got it out I followed the instructions on priming the pump. However, after turning on the power and turning the water dial on the side , I got no water coming out but a couple drops and after a few minutes steam begin to blow. Is this still a priming isssue?
