Thanks James. In my case, the flash does pop up after a few tries. I have to release the latch with a jerk. That helps the flash to pop up. Looks like there is a spring under the flash which has lost its tension with time or maybe the latch might be worn out now.

My Kodak has the same problem. I think the little relay that unlatches it is just a little off adjustment, so I give it a little help with my fingernail sometimes. Either yours is out of whack due to wear or misalignment (damage?), or just permanently broken.
