The IC your are pointing too is the VDD_BOOST IC. It’s purpose is to maintain the main voltage rail at proper voltage when the battery gets too low. This could be indicative of other issues as well. This logic board will have to get properly diagnosed and will require a micro-soldering repair. This is not a DIY type of repair so take some time to research reputable micro-solderers in your area or mail it out to shops that offer mail-in service (most do).

Ah thank you! Yeah this is not something I would attempt myself, and I have a feeling by the time I purchased the required tooling I could of paid someone else to do it. Do you have any suggestions of somewhere to post it? I would hopefully like to keep the data if possible!

This is the VDD_Boost IC , check capacitors arround to know which one is shorted with ground , and take it out , befor you have to change the Boost itself , you can easily use a 5 Ampere Power Supply , it helps more— the following pic for IPHONE 7 PLUS VDD disteribution helps you to know where is exactly the shorted VDD capacitor
