Why does the TV have lines on screen

Hello,

a friend of mine sent me a picture of his sony TV, which has lines on screen. Now I want to know by looking at the picture is it either a faulty Tcon board or a broken panel? I know it is not predictable just by looking at the pictures but I want to know what is more likely. I would say it is the Tcon board, because the lines are everywhere on the screen and the move when the picture changes
