No Transmit on a Magnum s9

Have a CB radio the Magnum s9 that had various faults …the finals went and took the regulator with it,,,replaced all and now no red tx light and no tx power , seems the tx switching is not working , ie, not supplying voltage to finals anyone knows what contrls the switching scratching head over the diagram at cbtricks
