TV does not work

I have Philips LCD 55PFL7007K/12. The problem started with screen flickering. It was the worst when first turned on but got better when it was on for some time.

The problem was similar to the one on the video.

I decided to open up the tv and check it out (if anything seemed off), then we plugged the TV again as I was holding it and I touched the live part of Power Board which electrocuted me . Since then the TV does not turn on, when I plug it in the red indicator light blinks 3 times. I think its obvious that I fried the board. Now I am wondering If its reasonable to buy a new board and is there anything else I most probably broke. I also read that the initial problem (flickering) could be due to not efficient power - could replacing powerboard fix that too?
