Star Raiders cartridge in Console in question with both general results I get
unidentified substance (maybe adhesive from a note (not quite sure where note was taped))

I have noticed some sort of white crud on this.

Jordan Fryman its a great console and worthwhile fixing. You do need to remember that you have a device that is almost 40 years old ;-) I suggest that you make the effort and disassemble it completely and clean the board, card reader etc. with some 90% + isopropyl alcohol. Check all the caps. Most of those will most likely have to be replaced. So, clean (yes inside your switches as well as the CART connectors etc. )then recap, and after that re-evaluate.

I knew I would forget something. (the obvious metal heat shield) along with the parts underneath.
The irony about that comes from the fact that I had all ready disassembled the working console. to make sure nothing looked out of place or was missing.
Okay I'll get this post updated once I get finished with all of that.

Do any games work? The white crud could be old thermal paste but your picture is not clear enough to determine. Has this console ever worked for you?

short answer is no. I do not have a front facing camera on my laptop. so i have to use an Sony model No. DCR-SX85 Handycam.(the best camera I have atm) I have actually cleaned, tested, and sorted all of my cartridges. before testing the "open" console. I have however noticed some yellowish/tanish sticky substance right to the left of the power switch(the leftmost one) ((i'll update the pictures))
no games work on the problematic console. and the resulting vhf signal the tv
(which kind of works the channel knob sometimes needs slight adjustments)
