How long to charge new cell phone battery?

I just received and replaced a new replacement cell phone battery for Galaxy 5s Mini. I let new battery run down below 10% charge per instructions before recharging. It’s been 12+ hours and battery only recharged to 80%. Is new battery defective? If s, will IFIXIT provide replacement?
