Why wont it check the system storage when it turns on?

Whenever I turn on my console it starts to read the system storage really slowly and when the progress bar reaches 16 percent it says I need to put in a USB with update 7.55 to reinstall. Whenever I put in a USB with the update file it says it can’t be used. What do I do?

Wrong update file. You need to download the latest one with the size of about 900M-1GB.
