Samsung side by side water dispenser is working but filter is bone dry

Have a Samsung side by side about 5 years old. Water dispenser is working fine (makes ice, dispenses water fine) however my filter is bone dry. The system seems to be bypassing the filter. I know this happens when you have no filter but the filter is in and turned and locked correctly.
