Can't recover HP Chromebook

I have an HP G7 EE chromebook that seems to be stuck in a loop. When it is powered on it goes to the OS verification is Off screen. The after a few seconds it goes to the The device owner has disabled Developer Mode… And just repeats itself. If I try a recovery flash drive the device will go through the Recovery process but when it restarts the same loop begins. This is a managed device and I am the Google Admin for the school district.
