Window lock broken in locked position

My window lock is broken shut. I've tried the putty knife trick but can't seem to find the mechanism that I need to push down as the window won't even open an eighth of an inch. I need a solution that won't require replacing the entire window. Image shows lock and the maximum amount I can open it.
