Labtop shutting down on start up

Please some help. Ok let's start here I have a labtop that's shutting down start up it says on for about 5 to 10 seconds then turns off ok now I put a new battery and charger on it same thing. Ok now when it comes on I don't see the Toshiba sign it goes straight to the win 10 logo. Ok then the fan turns on one time for about 4 seconds and then turns off and about a second or two it comes back on for about 4 or 5 seconds then the hole labtop shuts down. Now all the lights come on when I fire it up and when it turned off the charger and battery are on but I don't think the battery charging I have tried in hooking everything that unhooks from it one at a time and all at the same time still the same thing can someone please help me I need it for work and I don't have the money to buy one.
