When I shut down fan starts spinning
My laptop works fine till it is turned off. When I shut down it fan starts spinning in full speed. When I turn on laptop again it starts working normally

Les ordinateurs portables Lenovo ThinkPad T490 sont très sensible surtout à la chaleur et la poussière.
je te conseille deux solutions:
la première, c'est de bien l'éteindre votre en appuyant sur la touche ON/OFF pendant 30" à 1 minute de façon à vider le BIOS, puis rallumer;
la seconde, c'est de désactiver les applis que tu utilises moins en arrière-plan; ce dans Paramètre - Applications en arrière-plan

"Lenovo ThinkPad T490 laptops are very sensitive, especially to heat and dust.
I recommend two solutions:
the first is to turn it off by pressing the ON/OFF key for 30" to 1 minute in order to clear the BIOS, then turn it back on;
the second is to deactivate the apps that you use less in the background; this in Setting - Background applications" (Translation of above)
In my case (I don't own a T490, though I do own a ThinkPad, T460p), the fans spinning up right before shutdown might be normal. Make sure to regularly repaste the CPU/GPU (Once every year or two, don't overdo it), and clean the fans out on a regular basis.
