Bootlooping even plugged and no signs of life unplugged.

I have an iPhone SE 2020 that is bootlooping when plugged into power. If you unplug the device, it shows no signs of life. I think it may be an issue with the battery not I am not certain. The battery has around 78% health last I checked but has been acting funky before that. It would come up with the 20%/10% battery notifications and you would clear it out and it would go up a percent or two and say it again. I don’t know if this is related though. I did leave it plugged in all night to see if that would somehow fix it but it didn’t. It also does not get detected by a PC with iTunes out a Mac.
