Xbox drive can not read discs

I have replaced the disc drive, including switching out the original board from the faulty drive to a new drive and it still won’t read discs. The xbox states “Check your disc,Your disc might be dirty or damaged. Try cleaning it, or choose a different disc. (0x80820003 - 0x1A)”. Keep in mind the drive was ordered off of eBay and makes a weird buzzing noise. Any solutions might it be the new disk is faulty?
