Blades don't spin

John deere LA 105.

Blades only spin at slow speed when deck is at max height. Lowering the deck causes to blades to stop spinning. Deck Belt is 2 years old and doesn't seem warn. Drive belt and pulleys are new this year. Deck pulleys are old but don't seem in bad shape. Any thought?

I'd replace the old belt. Also make sure the new belts are routed correctly.
