Machine is not spinning and rinse when it reach 17mins on display.

A 5C error code indicates a draining problem with the machine.
Here's the initial troubleshooting procedure that may help.
If everything mentioned in the link checks out OK, it may be a problem with the drain pump or the drain pump operate circuit in the machine. Unfortunately I cannot find any parts or service manuals for the model. You may have better luck.
