Tractor mower partially turns over, have to cycle key a bunch of times
Have to cycle (turn ignition key) several times to get starter to catch (if it does) Tested Solenoid and Starter they appear to be working. Battery is good.

Did you test if the ignition key is working OK, i.e. turn the key and check that its contacts operate to complete the starter's electrical circuit you didn't say?
What is the year and model number of the tractor?
