By going into Intel graphic card app I tried to change it from 60hz to 85hz so my pc got locked or a disclaimer came up with no signal or I couldn't use the mouse at all, help.

60hz is the standard frequency of alternating current for electrical generation in most of the world. Synchronization with this standard is critical in electronics. Don’t know why you would change it but it would be a good idea to change it back.

That is just how fast it can refresh the screen if your monitor is 85 or higher set it to 85 if it is lower set it to 65 or to pull lest Wi-Fi set it to 65
