Here are some instruction.
-Click "Start," then choose "Control Panel."
-Double-click on the "System" icon and let the window load. Click on "Hardware," then choose the "Device Manager" option.
-Locate the "Universal Serial Bus controller" section of this window (this will be a simple text-based list), and click on the plus sign next to it to expand the selection.
-Right-click on any of the subsections, such as "USB Root Hub" or "Mass USB Storage Device" located in this section, and click on "Properties."
-Click on "Driver."
-Click on "Update Driver" and follow the on-screen instructions. Windows will automatically locate USB 2.0 drivers for your root hub off the Internet, and will then install them.

Problem is USB 3 is hardware driven via a circuit board. I'm looking for a hard drive housing with the appropriate circuitry. I would remove the bare drive from the existing USB 2 housing and place in new USB 3 housing. I should have been clearer. Sorry!
Unless you have a clean room, all you're going to do is ruin your current drive.
Swapping out the external USB cases may not offer much performance gain without doing a low level reformatting the HD. Your I/O could also be limited by the age of the HD.
