S4 not responding to touch, screen works fine with no glass installed.

I have an odd touch screen issue on a Galaxy S4 that I did a glass only replacement on. When I removed the glass and cleaned the LOCA from the lcd/digitizer the screen responded to touch perfectly but when I put the new replacement glass on, the screen would not repsond to touch at all just random clicks if i pressed very hard. I have tried increasing the sensitivity, changing the location of my adheasive strips, even using 2 layers of adheasive to make sure the glass was not touching the digitizer. This replacement glass is from a different vendor than I normally use and I have ordered a second glass for this phone. I am just wonder if the part is defective or if something else is going on. Just trying to get a better view of this situation before I go onsite to complete this repair.
